He really is a very bad lieutenant...and a very bad boy.
Nicolas Cage gets promoted to lieutenant after hurting his back saving someone's life during Hurricane Katrina. The film then follows him a little later, addicted to drugs and bad behavior, trying to solve a murder case.
You get to watch Nicolas Cage smoke crack in this movie. It's pretty great. In fact much of this is just Nic Cage being Nic Cage as a drug addicted cop juggling 80 things at once including a prostitute girlfriend, an alcoholic dad, an alcoholic step-mom, addiction to drugs, addiction to gambling, a dog, good cops, bad cops, mobsters, and douchey power broker guys. It's great.
The normal Werner Herzog weirdness that I enjoy is peppered through this. I like the way Herzog uses animals to constantly remind the audience that he is freaked out by nature. The performances are great and the ending is a winner! Recommended to people that like grimy cop dramas.
