So, as the big thing (the story) is all right, that's when the little things fail.
It's pretty hard to fathom how they make such an interesting story about a former LA detective, an extraordinary bland Denzel who moved to a smaller town because of a dark past teams up with a youngster ('I have only one face' Malek) to catch a serial killer (a very lazy Leto), so not engaging at all.
The characters seem to wander in a different universe than the neo noir story wants them in, and everything that happens, apart from the ending, is pretty meaningless. It's the kind of movie you really want to like, but it just gives the ammunition to deliver the opposite. A missed opportunity.
