Absolute Boomer nolstgia-fuel. I imagine watching this having lived through the era would hit completely different, not requiring borrowed nolstagia for the unremembered 60s.

This was released about 10 years after the era depicted. A retelling today through the lens of early-aughts import tuning culture (a la Fast&Furious 1) would be impactful. At least, that's where my head has to go to understand this movie.
